In 2025, performance, not just productivity is becoming the new benchmark for business success. As artificial intelligence evolves from a support tool to a strategic driver, CEOs are rethinking how organizations operate, innovate, and grow.

That’s the key takeaway from the 32nd edition of IBM’s Institute for Business Value (IBV) C-suite Study, which surveyed 2,000 CEOs across 33 geographies and 24 industries. Alongside survey data, the study draws from in-depth conversations and interviews with global leaders over the past year.

The findings suggest five key mind shifts that can help businesses unlock the full value of agentic AI and navigate uncertainty with greater clarity and control.

1. Leading with Courage in Uncertain Times

A majority of 64% of CEOs say they must take more risks than competitors to stay ahead. The report suggests bold decision-making is now safer than playing it safe, especially with AI accelerating change across sectors.

2. Letting AI Reshape Legacy Systems

AI is dismantling outdated processes and pushing businesses to adopt more agile, insight-driven models. CEOs are advised to avoid dependence on a single AI model and instead build flexible, AI-centric insight engines that can adapt over time.

3. Laying a Stronger Data Foundation

About 68% of CEOs recognize that an enterprise-wide data architecture is critical for facilitating cross-functional collaboration. At the same time, 72% see proprietary data as key to unlocking generative AI’s value, underscoring the need for more intelligent data environments and better AI training.

4. From Hype to Impact: Rethinking ROI

Only 25% of AI projects have delivered expected returns, and just 16% have scaled enterprise-wide. Leaders are being urged to strike a balance between innovation and measurable outcomes and invest in areas where AI can deliver real business value not just headlines.

5. Filling the Talent Gap Creatively

With new roles emerging faster than companies can fill them, CEOs are looking beyond traditional hiring. The study recommends forming strategic partnerships and leveraging external talent to address skill gaps and introduce fresh perspectives into AI programs.

As agentic AI redefines competition, IBM’s report frames a clear message: sustainable performance will depend on a CEO’s ability to rethink risk, restructure around AI, and reimagine how people and machines work together.
